France is organized into 22 administrative regions. This does not include the Outre-Mer (overseas) departments. Each region in France is broken down into departments. French regions are governed by Regional Councils (Conseil Régionals) and French departments by Departmental Councils (Conseil Générals), most power in France resides in the national government but there has been a move in the last few years to give the Regional and Departmental Councils more power.
